Oh wow. That's true.

We had not been thinking about the Scarabs in Epic when they were altered.

But now the Scarabs can block a lot or a little, depending upon when they actually get to the Beholder.
(If its early in the round, it could be 3 activations. If its late, it is 2).

This 'til end of round thing can work out to be good anti-multi activation tech.
