He recharges when he takes radiant damage, not when he deals radiant damage. There are a few cheap pieces that do radiant, but they are far from dependable sources of haste for this creature.
When you reveal this trick, you are supposed to invoke an evil laugh. (something like, Mwahahahahaha!).
It seems unstoppable to me. (wink)
